Cuando el presidente Danilo Medina lo designó como ministro de Economía, Planificación y Desarrollo (MEPyD), Juan Ariel Jiménez Núñez, se desempeñaba como viceministro de Políticas de Desarrollo del Ministerio de la Presidencia.Esa designación la llevaba desde la inauguración del segundo gobierno de Medina, el 16 de agosto de 2016.
Dentro de los muros palaciegos, Jiménez Núñez lideró el primer borrador de una ley de alianzas público-privadas (APP) que al cierre de esta edición aún reposaba en los anaqueles del Congreso Nacional.
Independientemente de la suerte del proyecto legal en el Poder Legislativo, el actual ministro de Economía se colocó en el mapa de las buenas gestiones públicas en el PPP Américas Punta Cana 2019, donde expuso por qué República Dominicana está lista para incorporar los proyectos público-privados al portafolio de inversión nacional, capitalizando el crecimiento económico y el flujo de turistas, factores determinantes para la idoneidad de la infraestructura.
Uno de los principios de “su ley” que defiende con más ahínco, consiste en la naturaleza de la matriz de riesgo de los proyectos estructurados para la capitalización público-privada. El ministro opina, u opinaba cuando era viceministro de la Presidencia, que la matriz acordada para una infraestructura debe ser invariable, puesto que si había ventanas legales para cambiar los riesgos, los actores no iban a tomar las previsiones necesarias para mitigarlos.
De inmediato planteaba un ejemplo. “Imagine que un empresario acepta la construcción de un hospital, aceptando el riesgo de que no vayan pacientes suficientes que sean usuarios de las administradoras de riesgos de salud, o ARS. La relación se extiende por 40 años, pero en el año 12 el hospital no logra convencer a suficientes pacientes. ¿Debe el gobierno responder por un riesgo que debe asumir el socio privado?”, decía.
Sus retos han cambiado. Ahora le toca formular, revisar y conducir la formulación de dos clases de ámbitos estatales: la macroeconomía y el desarrollo sostenible.
