Banco Central: Entrega del 30% de fondos de las AFP generaría una fuerte crisis financiera
En un documento de cuatro páginas del Banco Central advierte sobre que consecuencias que podría tener la entrega del 30% de pensiones registradas en las AFP sobre la economía dominicana, explica que al día 31 de marzo de este año, en el sistema de capitalización individual cuenta con 3,9 millones de afiliados, de los cuales 1,7 millones han cotizado
“Los recursos aportados por los trabajadores y sus empleadores a sus fondos de pensiones son invertidos por las AFP en los tipos de instrumentos financieros permitidos, con el objetivo de obtener una rentabilidad real que incremente las cuentas individuales de los afiliados”, expuso el gobernador del Banco Central Héctor Valdez Albizu, al plantear su posición acerca de varios proyectos de reforma a la Ley 87-01 que crea el Sistema de Seguridad Social para entregar hasta un 30 por ciento del dinero abonado por los trabajadores para su retiro debido a la crisis generada a partir del COVID-19.
El total de recursos abonados por los trabajadores asciende a RD$577,000 millones, de los cuales un 40.8 por ciento se encuentra invertido en títulos de deuda emitidos por el Banco Central y que se adquieren en el mercado secundario de valores a través de los puestos de bolsa.
Un 35.8 por ciento -explica Valdez Albizu- se encuentra en títulos del Ministerio de Hacienda, un 12.4 por ciento en instrumentos de las entidades de intermediación financier, bancos, fondos privados, asociaciones de ahorros y préstamos, cooperativas de ahorro y crédito, entre otras.
También hay un 4.1 por ciento de los fondos invertidos en bonos de empresas, (4.1%) y un monto ascendente al 1.3 por ciento que ha sido colocado en instrumentos emitidos por fideicomisos de oferta pública, puestos de bolsa y organismos multilaterales.
Según el análisis para las AFP disponer de los RD$173,000 millones a los que asciende el 30 por ciento de los fondos de pensiones “tendrían que vender los títulos directamente a los emisores primarios, en el caso de que los mismos estén en la capacidad y disposición de repagar de forma anticipada dichos títulos”.
El gobernador del Banco Central prevé que de llevarse a cabo esta operación se generaría un proceso inflacionario que se traspasaría al mercado de divisas “a través de un exceso de demanda de moneda extranjera”, lo cual depreciaría el peso y provocaría la huida de los inversionistas.
Valdez Albizu describe un segundo escenario apocalíptico en el que sostiene que para obtener los RD$173,000 millones que serian devueltos a los afiliados, las AFP podrían verse en la obligación de “realizar una venta forzosa y masiva de títulos en el mercado local y tendrían que liquidarlos a precios menores”.
En este escenario descrito por el funcionario se se perdería el valor de dichos títulos y “se agregarían mayores cargas financieras a hogares, quiebras masivas de empresas y aumento del desempleo”.
Sobre esto el gobernador del Banco Central concluye en que las propuestas legislativas “el único resultado que lograrían seria un retroceso a un escenario de crisis similar a la del año 2003”.
Agregó que en caso que los trabajadores accedieran a este 30 por ciento propuesto por los legisladores, tendrían que trabajar entre dos y cuatro años adicionales para lograr el monto que habían acumulado antes del eventual retiro de una partida del fondo general.
Argumentó que acoger las propuestas legislativas significaría propiciar la conversión de “una crisis sanitaria de carácter transitorio en una crisis económica y financiera de carácter más permanente”.
