Vietnam fracasa en sus objetivos para la industria textil para 2020
Vietnam se queda atrás en sus objetivos para la moda. El Ministerio de Industria y Comercio de Vietnam aprobó en 2010 un plan a diez años para desarrollar la industria textil y confección del país. Diez años después, Vietnam no ha alcanzado sus objetivos, según Nguyen Thi Xuan Thuym, subdirector del Centro de Apoyo al Desarrollo Industrial de Vietnam.
Uno de los ejes del plan era desarrollar entre 30.000 y 76.000 hectáreas de tierras de cultivo para la producción de algodón. Sin embargo, en 2018, el país sólo contaba con 1.000 hectáreas destinadas a este objetivo.
En cuando al programa de desarrollo de los recursos humanos para la industria textil y de la confección del país asiático, sólo 50.000 trabajadores completaron los estudios facilitados por el Gobierno, en lugar de los 600.000 previstos. Además, el país también se ha quedado a las puertas de fabricar 10.000 millones de metros de tela al año, con una producción de 3.200 metros en 2018.
Por otro lado, la falta de materia prima ha hecho que el precio del algodón o poliéster del país obstaculice a los fabricantes de moda en Vietnam. “el precio es un 40% más alto que los materiales que vienen del exterior”, explica Jacky Roy, consejero delegado de Signature Kollectiosn Group, un fabricante de Vietnam con sede en Reino Unido e India, a Just Style.
Los acuerdos de libre comercio en los que participa Vietnam requieren el uso de materia prima local para que los exportadores se beneficien de los aranceles para la importación. Este principio se debe al acuerdo Comprehensive and Progressive Agreement for Trans-Pacific Partnership (Ctpp), que establece que la fabricación de las prendas se debe llevar a cabo dentro del área de libre comercio para que cuenten con el arancel cero.
