Del Green New Deal a la economía circular: las propuestas industriales para el 10N
Green New Deal, economía circular o relocalización. Estas son las principales apuestas para la industria que PSOE, PP, Ciudadanos, Unidas Podemos y Vox incluyen en sus respectivos programas electorales con el que concurrirán a las elecciones generales del próximo domingo, 10 de noviembre.
Aunque apenas han pasado seis meses desde la última convocatoria, los programas electorales de las cinco principales formaciones políticas han variado su contenido respecto a los compromisos anunciados para la cita del 28 de abril. Sólo Más País, la única formación que no se presentó a las generales del mes de abril, hace mención directa a la industria textil.
El Partido Socialista ha introducido el concepto Green New Deal de la Unión Europea en su compromiso por aprobar un “Pacto Verde” que comportará la reorientación de varias políticas. En paralelo, propone un pacto por la industria con incentivos para favorecer su transición ecológica y digital y aumentar su peso en el Producto Interior Bruto (PIB). Por último, propone impulsar una estrategia de economía circular incluyendo una Ley sobre plásticos de un solo uso con el objetivo de alcanzar el residuo cero en 2050.
El Partido Popular, por su parte, hace hincapié en la innovación. El partido se compromete a incrementar el acceso a tramos no reembolsables en programas de innovación empresarial y establecer un fondo de garantí de 200 millones de euros para proyectos innovadores en etapas tempranas de alta valoración, bajo la coordinación del centro para el desarrollo tecnológico industrial.
Los populares promueven también una Estrategia Nacional de Big Data que garantice el buen uso del procesamiento masivo de datos y de nuevas tecnologías. Para ello trabajaran en un Plan Estratégico de Inteligencia Artificial.
El último apunte del Partido Popular para la industria se compromete a impulsar el equilibrio entre flexibilidad y seguridad de los trabajadores, impulsando el derecho a la formación y a la previsibilidad de su trabajo, previniéndoles de prácticas abusivas e incrementando su protección ante períodos de inactividad.
Ciudadanos presenta para este 10 de noviembre un programa electoral dividido en diez puntos que no incluyen ninguna apreciación a la industria. Como en las pasadas elecciones, Albert Rivera no ha adelantado ninguna medida. Tampoco en innovación, donde sí lo hizo en abril, cuando se comprometió a situar la inversión pública en innovación en el 2% del PIB cada año.
Por su parte, Unidas Podemos centra su programa industrial en la transición hacia un modelo más sostenible estableciendo, por ejemplo, una línea de ayudas directas a la inversión en pequeñas y medianas instalaciones renovables.
El equipo de Pablo Iglesias también introduce en su programa electoral el concepto de economía circular. El objetivo es crear empleo en industrias con un impacto positivo sobre el entorno y actividades de gestión de la contaminación, los recursos y la biodiversidad, con prioridad en las zonas con más problemas de empleo. La formación morada defiende la creación de un Nuevo Modelo Industrial para dirigir y coordinar estas reformas con el resto de las Administraciones y agentes sociales.
Más directo es el mensaje de Más País en cuanto a la moda se refiere. La coalición de Iñigo Errejón, que concurre por primera vez a unas elecciones generales, presenta propuestas como el fomento del DIY o la transición hacia una economía sostenible, haciendo hincapié en la recuperación de materiales textiles.
En este sentido, dedica un capítulo a la Economía Circular, que pretende instaurar ramificaciones legislativas (Ley Nacional de Economía Circular), fiscales, inversiones de infraestructuras, promoción del I+D+I, políticas industriales y políticas de empleo con las que dejar a tras “la España de usar y tirar”.
Errejón se compromete a consolidar, durante los próximos diez años, un sistema productivo que aplique efectivamente la jerarquía de residuos (reducir, reutilizar, reciclar) y facilite la reparabilidad, reutilización y reciclaje de componentes y materiales. Una transición que estructura en varios puntos.
Por un lado se compromete a llegar a 2030 generando cero residuos mediante la aprobación, entre otros, de un impuesto directo sobre el vertido y la incineración con un mínimo de 80 euros por tonelada. Además, para llegar a ese objetivo, la formación se compromete a aprobar un programa nacional de compostaje y establecer una separación de residuos textiles antes del 2021: “Antes del 2021 procederemos a la separación completa del textil de la fracción resto”.
Otro de los puntos pasa por el fomento de la reparación. Impulsar módulos de Formación Profesional en el ámbito de la reparación de aparatos eléctricos y electrónicos, textil, mobiliarios y otros sectores que puedan ser interesantes. En paralelo, quieren reducir el IVA al 10% a establecimientos de reparación y compra-venta de segunda mano para poner en valor la aportación de estos negocios a la transición ecológica.
Finalmente, la estrategia electoral de Íñigo Errejón defiende la creación de institutos DIY para el fomento del hazlo tú mismo, así como el impulso del cáñamo industrial para su empleo en fibras textiles, celulosa o aplicaciones médicas y cosméticas.
Vox concurre por segunda vez a unas elecciones generales apostando por la relocalización industrial. Fomentar la reindustrialización de España en el contexto de la cooperación empresa-estado y aumentar el peso de la industria en el PIB son las principales apuestas de Santiago Abascal.
El partido defiende apoyar a empresas españolas incorporando como computable, en los criterios de evaluación de los concursos públicos, que la empresa tenga su sede y tribute en España. Además, la formación se compromete a respaldar la I+D+I y la expansión internacional de las empresas españolas. En industria, Vox también aboga por simplificar las normativas, trámite y procedimientos. Así, quiere derogar cinco normativas por cada una promulgada para el comercio y la industria.
