En la sesión inaugural participó el Sr. Gustavo Montalvo, Ministro de la Presidencia; el Sr. James Lambert, Secretario de Asuntos Hemisféricos de la Organización de los Estados Americanos (OEA); Miguel Coronado Hunter, representante del Banco Interamericano de Desarrollo (BID); Gianluca Grippa, Embajador de la Delegación de la Unión Europea; Robin Bernstein, Embajadora de los Estados Unidos de América en la Republica Dominicana; Shauna Hemingway, Embajadora de Canadá en el país; Douglas Fraser, Jefe de Adquisiciones del Banco de Desarrollo del Caribe (CDB); y Andrei Bennett, actual Presidente de la RICG.
Dentro del acto de apertura se destacaron las palabras de la titular de la Dirección General de Contrataciones Públicas, Yokasta Guzmán Santos, quien hizo énfasis en la generación de procesos participativos dirigidos a mujeres, MIPYME, personas con discapacidad y sectores productivos nacionales. De igual forma, la doctora añadió “aún tenemos desafíos importantes que enfrentar, pero lo cierto es que podemos decir, con convicción, que hoy tenemos un Estado más eficiente, más transparente, mejor administrado y con cuentas más saneadas, y también con grandes retos que superar para lo que seguimos trabajando”.
En la conferencia sobre compras y contrataciones públicas participan funcionarios del sector público, empresarios, organismos internacionales, organizaciones no gubernamentales, representantes de la sociedad civil y del mundo académico, de más de 30 países, con el objetivo de compartir buenas prácticas, lecciones aprendidas, soluciones novedosas y enfoques innovadores para abordar los avances en el desarrollo de las compras gubernamentales de las Américas y el Caribe.
