Crisis energética: una alta tensión para los dominicanos

18 de septiembre 2018, 12:15 PM.- El 3 de septiembre del 2018, a las 15:22 horas, ocurre una descarga atmosférica (caída de un rayo) sobre la planta generadora AES Andrés, la cual le ocasiona la salida del Sistema Eléctrico Interconectado (SENI) de 300 MW.

La Corporación Dominicana de Empresas Eléctricas Estatales (CDEEE) anunció la entrada al sistema de las generadoras San Felipe, con capacidad de 180 megavatios, y la unidad Haina Turbogás, de 95 megavatios, para enfrentar el déficit de energía causado por la salida inesperada de 300 megavatios de AES Andrés.

En la lista de mérito que designa la entrada a generación de las plantas, AES ocupa el puesto número uno, lo que indica que es la empresa más barata del SENI. Cuando sale de funcionamiento, forza la entrada de generadoras mucho más caras y encarece la energía suministrada a los usuarios finales.

Según un anuncio de la CDEEE, con los cambios que ha sufrido la oferta energética, el impacto en el subsidio estará cercano a los US$49 millones mensuales. De acuerdo a Rubén Bichara, vicepresidente ejecutivo de la CDEEE, el Presupuesto Nacional era de US$425 millones para el subsidio en 2018, pero el aumento del petróleo ha provocado un aumento de US$200 millones.

A este escenario se agrega el impacto de la salida de AES Andrés, por lo que el subsidio puede superar los US$700 millones para cubrir el déficit financiero de las distribuidoras en compra y venta de energía.

Las distribuidoras de energía del país tienen pérdidas que buscan reducir y si la energía se encarece, como lo provocó la salida de la generadora de AES Andrés, el flujo de caja se torna más negativo, y como el Estado mantiene la tarifa fija al usuario regulado, esto conlleva a que el subsidio a los usuarios sea mayor, por lo que aumentan los cortes de suministro (apagones).

Actualmente está en discusión  la responsabilidad de AES Dominicana por el aumento del costo de la energía y si esta debe ser o no quien compre la energía que dejó de suministrar para poder cumplir con los compromisos de los contratos.
