¿Qué hago si mi vecino me roba la luz? Relato de un fraude eléctrico

La factura eléctrica es un costo relevante para el presupuesto familiar de la clase media. Si aspiras a tener aire acondicionado, calentador eléctrico, secadora de ropa y un ‘home theater’ con un televisor de 72 pulgadas, en un apartamento de cinco habitantes, tal vez el servicio energético será algo alto.
Esa era la aspiración de un vecino mío que se mudó en el primer piso del edificio donde vivo con mi esposa; solamente que esa “gran vida” quería dársela a mi costa, y lo hizo, por al menos dos meses.
El gobierno reconoce que el 35 % de la energía servida por las empresas distribuidoras de electricidad, o Edes, nunca se cobra. En parte, nuestros cables y transformadores son de los años 1970, a eso le llaman “pérdidas técnicas”; por otro lado, gente sin escrúpulos se aprovecha del desorden existente por medio de conexiones ilegales, a eso le llaman “pérdidas no técnicas”.
Sin embargo, no se visibiliza el fraude que un vecino comete contra otro que tiene su consumo eléctrico en regla, ni tampoco se reconoce a menudo el costo de más que paga por una factura abultada ni los daños técnicos que una conexión irregular externa causa al afectado.
Si eres ese afectado te tengo malas noticias: estás solo. Ahora bien, también te tengo buenas noticias: puedes seguir algunos pasos de mucha diligencia para defenderte del abuso de alguien que vive cerca de ti.
El doble de lo que pago
La primera alarma, como es normal, es la factura. Al ver que el monto y el consumo de kilovatios/hora estaban duplicados, fui hacia la empresa distribuidora de electricidad que me toca. Una ejecutiva de atención al cliente registró el reclamo y declaró que habría una respuesta a más tardar en 10 días laborables.
Pasó todo el mes, con la factura y el consumo duplicados. Esta vez hablé con el supervisor de ese centro de atención y me prometió que un supervisor técnico me llamaría para visitar mi residencial. Nadie llamó.
Ese no es mi contador
El desaire de mi empresa distribuidora de electricidad coincidió con la segunda alarma: se averió una línea de 110 voltios dejó a la mitad de mi apartamento a oscuras. Al ir con el electricista donde el panel de mi contador, me di cuenta de que continuaba marcando consumo, pese a que había desconectado los ‘breakers’, esa fue la tercera alarma, que el contador cuya numeración coincidía con mi factura, no medía mi consumo eléctrico solamente.
La odisea de las Edes
Entonces necesitaba saber si el panel donde estaba mi contador me correspondía y con cuál vecino se había producido el cruce del consumo. Dado que mi Ede me ignoró, visité una instancia de protección al consumidor, pero me pedían “una respuesta impresa de mi Ede”. Bien, fui a mi Ede, pero “la impresora estaba dañada”, así que no podían imprimirme la constancia que necesitaba para apelar al “protector de los usuarios”.
Por eso tuve que apelar a relacionados para que una brigada de la Ede fuera al panel correspondiente del residencial, comprobara que mi contador estaba ubicado en un panel distinto y que el vecino del primer nivel también se quedaba sin electricidad cuando desmontaban mi contador del panel.
Una vez hicieron ese buen servicio (tengo que admitir que llegaron lejos), me dijeron que la conexión tenía que ser “interna”, es decir, dentro del edificio o dentro del residencial, pero que tenía que contratar a un electricista privado, con mi propio presupuesto, para hacer esa pesquisa.
Las entrañas del residencial
Al descartar que la conexión fraudulenta se haya hecho dentro del edificio, solo quedó abrir los registros eléctricos del residencial, ubicados bajo tierra y cubiertos con concreto, cemento y varilla.
Abiertos los registros a fuerza de mandarrias, mi hábil electricista encontró, luego de dos horas de pruebas, el cable soterrado que me correspondía a mí, junto con el cableado intruso responsable por la caída de una de mis líneas de 110 voltios y por la duplicación de mi factura.
Cuando ese cable delictuoso fue cortado, el responsable de la conexión se despertó de sus sueños de aire acondicionado y ahorro energético.
¿Denunciar o no denunciar?
Cada paso fue grabado en vídeo. El vecino, haciéndose el inocente, me pasó hasta su contacto. Tengo testigos y cuento con la afirmación por escrito del administrador del residencial. ¿Es hora de denunciar? Puede ser, aunque entiendo que muchas personas se conforman solo con la desconexión, para evitar el deterioro del ambiente de la vecindad. ¿Denunciar o no denunciar? Ese es un dilema.
