República Dominicana alcanza posición histórica en IGC 2019

El director ejecutivo del Consejo Nacional de Competitividad, Rafael Paz, presentó las mejoras de República Dominicana en el Índice Global de Competitividad (IGC) 2019, que realiza el Foro Económico Mundial (WEF, por sus siglas en inglés), principal ranking internacional en esta materia, el cual muestra un avance de cuatro posiciones en comparación con el año 2018 y, alcanzando por primera vez en la historia la mejor posición del país en dicha medición.
El informe coloca al país en la posición 78 de 141 países, con mejoras en los indicadores de: Instituciones, ocupando la posición 86 con una puntuación de 50; Capacidad de Innovación en la posición 85 con una puntuación de 35; Sistema Financiero en el lugar 65 con una puntuación de 62; Dinamismo de los Negocios en la posición 86 con una puntuación de 57 y Habilidades en el puesto 86 con una puntuación de 59.
Al respecto, Paz destacó: ‘‘Estos resultados son el fruto del arduo trabajo de la gran Alianza Público-Privada articulada por el presidente Medina, en la que el Gobierno y el sector privado se han unido para desarrollar una gran agenda país’’. Añadió que: “También se evidencia el rol que desempeñan los créditos otorgados a las micro, pequeñas y medianas empresas en especial cuando profundizamos en el pilar del Sistema financiero”.
A propósito de la declaratoria del 2019 por el presidente de la República, como el “Año de la Innovación y la Competitividad”, en el pilar de Capacidad de Innovación, el país mejoró nueve (9) posiciones destacándose los indicadores diversidad y fuerza laboral, estado de desarrollo de los clústeres, y la colaboración de múltiples partes interesadas. En el pilar Sistema Financiero, se destacan los indicadores financiamiento a las Pymes y la disponibilidad del capital de riesgo, donde se registró un aumento de 5 posiciones.
En el pilar Instituciones avanzamos 13 posiciones, logrando destacar la capacidad de respuesta del gobierno, transparencia presupuestaria y solidez de las normas de auditoría e informes.
En Dinamismo de Negocios, escalamos 4 posiciones en la misma sobresale el crecimiento de empresas innovadoras, en tanto que, el pilar Habilidades, presentó una mejora de 4 posiciones siendo los indicadores más destacados el pensamiento crítico en la enseñanza, alcance de la capacidad del personal y conjunto de habilidades de los graduandos.
Las suscripciones de banda ancha móvil, los usuarios de internet, suscripción a internet de fibra óptica, y suscripción a internet de banda ancha fija y móvil son los indicadores más destacados dentro del pilar Adaptación TIC que aumentó 3 posiciones. En Mercado de Productos, el país escaló dos posiciones destacándose los aspectos de las competencias en servicios, prevalencia de las barreras no arancelarias y aranceles comerciales.
No obstante, el país enfrenta retos considerable en el pilar Salud, el cual ha sido uno de los de menor desempeño, disminuyendo 22 posiciones, como resultado de una estimación a la baja de la expectativa de vida saludable del dominicano promedio, que se redujo a dos años, versus el 2018.
El pilar de Infraestructura disminuyó una, pero se destacan los indicadores servicios de eficiencia, los servicios de transporte aéreo, calidad de las carreteras y eficiencia de los servicios de marítimos.
Otra oportunidad de mejora, es aumentar la competitividad del pilar Tamaño del Mercado, la puntuación en el indicador aumentó, pese a que hubo una caída de posición dada por una mejora más amplia de otros países en este indicador en donde al igual que el pilar Mercado Laboral, que pese a un aumento de dos puntos en su puntuación, perdió una posición en el ranking general, el mismo presenta mejoras en los indicadores productividad y pago, y participación laboral de la mujer.
